European Council (4-5 November 2004)
– Annotated draft agenda
In accordance with Article 2(3) of the Council's Rules of Procedure the
General Affairs and External Relations Council, acting on a Presidency
proposal, shall draw up an annotated draft agenda at least four weeks before
the meeting of the European Council.
The Presidency accordingly submits the following annotated draft agenda,
which sets out the main items it expects the European Council to address in
Brussels on 4-5 November. Work on many of those questions is in hand or
will begin shortly and the Presidency will draw on the outcome of that work
when submitting a further version of the annotated draft agenda.

The Presidency intends to limit the agenda to the following items:
I.
Economic issues in view of preparation of the Mid Term
Review of the Lisbon Strategy
II.
A new multi-annual agenda for the Area of Freedom, Security
and Justice
III.
Communicating Europe
IV.
Enlargement
V.
External Affairs/CFSP/ESDP
The meeting will be preceded by an expose by the President of the European
Parliament,
Mr Josep
Borrell, followed by an exchange of views.
I.
ECONOMIC ISSUES IN VIEW OF PREPARATION OF THE MID
TERM REVIEW OF THE LISBON STRATEGY
Mid Term Review
The European Council will hear a presentation by
Mr Wim Kok,
Chairman
of the High Level Group advising the European Commission on its
preparations for the Mid Term Review of the Lisbon strategy in March 2005.
The presentation will be followed by a brief exchange of views. The
European Council is expected to invite the Commission to take the report by
the High Level Group into consideration when preparing its
recommendations to the Spring European Council.
The Heads of State or Government will discuss informally the management of change in
the framework of the Lisbon strategy at their working dinner on Thursday 4 November.
Better regulation
The European Council is expected to welcome the endorsement by the
Council on 21 October of common principles for measuring the
administrative burden
of legislation on business. The European Council is
further expected to welcome the foreseen decisions of the Council in
October on the cooperation between the Commission and Member States on
pilot projects to help define the envisaged common methodology for
measuring administrative burden on business to be applied in impact
assessments of European legislation.

The European Council may call on the Council to continue its efforts to
agree – before the end of 2004 – on specific legislation or areas of legislation
to be simplified as a matter of priority.
II.
MULTI-ANNUAL AGENDA FOR THE AREA OF FREEDOM,
SECURITY AND JUSTICE
The European Council is expected to adopt a new
Multi-annual Agenda
for the European Area of Freedom, Security and Justice. This agenda –
prepared by the Council in particular at its meeting of 25/26 October 2004 –
will build on the present programme ("Tampere") and take into account the
results of the evaluation by the Commission as welcomed by the European
Council in June.
The comprehensive Multi-annual Agenda will address the broad scope of the
JHA policy, notably: asylum and migration including border management,
integration, the fight against terrorism, justice and police cooperation,
fundamental rights and civil law.
The European Council is likely to invite the Commission to present an action
program in 2005 based upon the new Multi-annual Agenda, containing
proposals and a timetable for their adoption and implementation.
III. COMMUNICATING EUROPE
The European Council is expected to consider how to strengthen a sense
among the citizens of Europe of the importance of the work of the Union
and its relevance to their daily lives. The informal ministerial meeting on 5
October is to provide input for this.
The European Council is expected to invite the Commission to develop a
communication strategy
in this respect, including concrete proposals.

IV.
ENLARGEMENT
The European Council will hear a presentation by the President of the
European Commission on the Progress Reports, the Strategy Paper on
Enlargement and Recommendations regarding the
four candidate states,
as
published by the Commission on 6 October.
The European Council will confine itself to confirming that, in line with
previous conclusions, it will take the necessary decisions, prepared by the
GAERC, on outstanding enlargement issues at its meeting in December
2004.
V.
EXTERNAL AFFAIRS/CFSP/ESDP
The European Council is expected to examine progress on engagement with
Iraq.
To this end it will discuss with Prime Minister Allawi future
cooperation between the Union and Iraq. Ministers for Foreign Affairs will
prepare this discussion at their working dinner.
Ministers are furthermore expected to discuss, also in view of current
international developments, other internationals affairs, including the
situation in the Middle East and Iran.
The European Council is expected to adopt conclusions on these matters as
well as on relations with Asian partners following the summit meetings of
October.
