European Council (15 and 16 December 2005)
– Annotated draft agenda
In accordance with Article 2 (3) of the Council's Rules of Procedure the General
Affairs and External Relations Council, acting on a Presidency proposal, shall draw
up an annotated draft agenda at least four weeks before the meeting of the Europe-
an Council.
The Presidency accordingly submits the following annotated draft agenda, which
sets out the main items it expects the European Council to address on 15 and
16 December. Work on many of those questions is in hand or will begin shortly
and the Presidency will draw on the outcome of that work when submitting a fur-
ther version of the annotated draft agenda.

The Presidency intends to limit the agenda to the following items:

The meeting will be preceded by an expose by Mr Josep Borrell, President of the European Par-
liament, followed by an exchange of views.
The European Council will have a chance to consider follow up to the Hampton Court informal
Heads of State or Government meeting.
The European Council will also have the opportunity to note the joint UK-Austrian inter-
im report on national debates on the future of Europe underway in all Member States
further to the Declaration by the Heads of State or Government at the June European
Council and in preparation for returning to the issue in the first half of 2006 under the
Austrian Presidency.
I.
FINANCIAL PERSPECTIVE
The Presidency's objective is to reach an agreement on this dossier.

II.
JOBS AND GROWTH
The European Council will be invited to:
welcome the commitment expressed in Member States' National Reform
Programmes and the Commission's Community Action Programme to take
all necessary action to deliver the jobs and growth agenda agreed at the
Spring European Council, and look forward to the Commission's January
report;
endorse the progress that has been made on the better regulation agenda
to deliver jobs and growth and to set out next steps;
note the progress made towards delivering a single market in services.
III. SUSTAINABLE DEVELOPMENT
The European Council will take note of the presentation of a revised EU Sustainable
Development Strategy and look forward to adopting the Strategy in June 2006.
IV.
CLIMATE CHANGE
The European Council will take note of progress towards developing medium and long term strate-
gies to tackle climate change and promoting cleaner and more sustainable energy.
V.
COUNTER-TERRORISM
The European Council will be invited to agree a Counter-Terrorism Strategy for the European
Union.

VI.
GLOBAL APPROACH TO MIGRATION
The European Council will be invited to agree a paper summarising the EU's overall approach
and identifying key points for future action.
VII. AFRICA
The European Council will be invited to endorse a strategy document.
VIII. EXTERNAL RELATIONS
