European Council (14 and 15 December 2006)
– Annotated draft agenda
In accordance with Article 2(3) of the Council's Rules of Procedure the General Affairs and
External Relations Council, acting on a Presidency proposal, shall draw up an annotated draft
agenda at least four weeks before the meeting of the European Council.
The Presidency accordingly submits the following annotated draft agenda, which sets out the main
items it expects the European Council to address on 14 and 15 December. Work on many of those
questions is in hand or will begin shortly and the Presidency will draw on the outcome of that work
when submitting the draft conclusions.

The meeting will be preceded by an exposé by Mr Josep Borrell, President of the European
Parliament, followed by an exchange of views.
I.
ENLARGEMENT
The European Council will be invited to adopt conclusions welcoming the accession to the
Union on 1 January 2007 of Bulgaria and Romania.
As a follow-up to the European Council conclusions of June 2006, and in the light of the
forthcoming Commission enlargement reports, the Heads of State or Government will have a
debate on all aspects of future enlargements.
II.
AREA OF FREEDOM, SECURITY AND JUSTICE
The European Council will be invited to adopt conclusions assessing the progress achieved in
implementing the Hague Programme and to give renewed impetus to the development of the
area of freedom, security and justice. It will also be invited to consider possible improvements
to the decision-making and action of the Union in this field.
In that context, the European Council is also expected to discuss the issue of immigration in
the light of the Commission's forthcoming report on the implementation of the Global
Approach on Migration. The European Council is expected to consider the further
development of the Global Approach and strategic guidelines for the purpose of the
development of an integrated external borders management strategy including the follow up
to the Council Conclusions on reinforcing the southern maritime border.

III. INNOVATION AND ENERGY
The European Council will be invited to adopt conclusions following-up on the outcome of the
Lahti meeting and building on the progress achieved in creating an innovative Europe. The
conclusions are also expected to set out recommendations for the future of innovation policy.
The European Council will be invited to adopt conclusions reflecting the progress achieved in
developing the Union's external energy policy, as part of the wider process of elaborating an
Energy Policy for Europe which is to be agreed at the 2007 Spring European Council.
IV. EXTERNAL RELATIONS
The Presidency intends to keep these conclusions to a strict minimum, subject to
developments.
