– Annotated draft agenda
In accordance with Article 2(3) of the Council's Rules of Procedure the General Affairs and
External Relations Council, acting on a Presidency proposal, shall draw up an annotated draft
agenda at least four weeks before the meeting of the European Council.
The Presidency accordingly submits the following annotated draft agenda, which sets out the main
items it expects the European Council to address on 21 and 22 June. Work on many of those
questions is in hand or will begin shortly and the Presidency will draw on the outcome of that work
when submitting a draft of the European Council conclusions.

The meeting will be preceded by an exposé by Mr Hans-Gert Pöttering, President of the European
Parliament, followed by an exchange of views.
The Presidency intends to focus the European Council essentially on political and institutional
reform. In addition, the European Council will set orientations in a limited number of policy areas.
Accordingly, the Presidency intends to limit the agenda to the following items:
INTRODUCTION
The European Council will stress the advantages of the EU for the citizens. It will emphasise the
need to strengthen the Union's capacity to act.

JUSTICE AND HOME AFFAIRS
The European Council will take stock of progress and provide guidance for future work, as
necessary and appropriate, on strengthening police cooperation and the fight against
terrorism, implementing the comprehensive European migration policy, enhancing citizens'
rights and legal security as well as strengthening judicial cooperation.
III. ECONOMIC AND SOCIAL ISSUES
The European Council may wish to follow up on its conclusions of March 2007 where
relevant, particularly as regards climate change, the completion of the internal market,
external economic relations, the social dimension.

IV. EXTERNAL RELATIONS
The European Council should adopt conclusions on strengthening the European
Neighbourhood Policy and endorse the Strategy on Central Asia. Possible further conclusions
will be subject to developments.
