European Council (18 and 19 June 2009)
– Annotated draft agenda
In accordance with Article 2(3) of the Council's Rules of Procedure the General Affairs and
External Relations Council, acting on a Presidency proposal, draws up an annotated draft agenda at
least four weeks before the meeting of the European Council.
The Presidency accordingly submits the following annotated draft agenda, which sets out the main
items it expects the European Council to address on 18 and 19 June 2009. Work on many of those
issues is in hand and the Presidency will draw on the outcome of that work in continuing
preparations for the European Council.

The Presidency intends to restrict the agenda for the European Council to the items which will
actually be examined by the Heads of State or Government. The conclusions of the meeting will be
brief and will focus principally on the decisions and general policies approved by the European
Council.

I.
Institutional issues
In line with its conclusions of December 2008, the European Council will be invited to agree on the
necessary guarantees in response to the concerns of the Irish people presented by the Taoiseach.
II.
Economic, financial and social situation
The European Council will:
take stock of the effectiveness of measures taken so far aimed at promoting financial stability;
further to the report from the High Level Group and the Commission's proposals, take first
decisions on the strengthening of the regulation and supervision of the financial sector and
agree on a work plan for the rapid adoption of a number of relevant legislative proposals;
take stock of the measures taken to support the real economy and employment and welcome
the forthcoming Commission communication on employment;
assess progress of work at the global level, in particular as regards the implementation of the
outcome of the G20 London Summit.

III. Climate change and sustainable development
The European Council will:
discuss the preparation of the Copenhagen Conference on climate change, in particular as
regards financing mechanisms;
call for work to be carried out rapidly to ensure full implementation of the Sustainable
Development Strategy further to the roadmap which will be presented by the Commission, as
well as the rapid adoption of an EU Strategy for the Baltic Sea.
IV. External relations
The European Council may have an exchange of views on two or three international topics of
relevance for Heads of State or Government.
