COMMUNICATION OF THE EXTRAORDINARY

COUNCIL OF TRANSPORT

The Ministers of Transport of the EuropeanUnion, following the initiative of the SpanishPresidency, have held an extraordinary Councilof Ministers, via video-conference to deal withthe effects of the European air space crisis as aresult of the volcanic eruption of EYJAFJALLA.

The Ministers have agreed to reinforce acoordinated European response in respect to thecrisis, through the European Commission andEurocontrol, that fully guarantees the safety thatpermits the different Member States to opentheir air space.

The Ministers are satisfied with the decisiontaken this morning by Eurocontrol, which permitsthe progressive and coordinated opening of

European Air Space, based on the existingtechnicalstudiesandtheincomingdata
available. Three types of zones are included inthis decision, depending on their degree ofcontamination.

The first of these zones is located in thecentral nucleus of the emissions and will alsomaintain a full restriction of operations, giventhat it is impossible to guarantee its safety.

The second of these zones is one which will inprinciple not impede air traffic operationsbeing carried out, even though there are stillamounts of ash. This zone will need to beconfirmedandthedecisionsaboutthe
operations will be taken in a coordinatedmanner by the authorities of the MemberStates.

The third zone is not affected by the ash,resulting in no restrictions of any type to theoperations.

As long as the air traffic in Europe it is not totallyopen, the Ministers have agreed to ask theCommissiontocontributetoasmooth
coordination that allows the mobility of Europeancitizens through other modes of transport.

The Council recognizes the necessity that allMember States need to guarantee the fulloperation of alternative modes of transport toease the effect of this crisis
