GREEN PAPER ON THE EUROPEAN TRANSPARENCY INITIATIVE
The Government of Denmark welcomes the opportunity to present its initial comments on the
European Commission’s Green Paper on a European Transparency Initiative (COM (2006)
0194):
1. Transparency and Interest Representation:
The Danish Government calls for the introduction of clear rules for the lobbying of EU
institutions according to the following guidelines:
In order to have the opportunity to express their opinions and viewpoints vis-à-vis the
European Commission and the Council of the European Union, lobbyists must be
registered.
The registration of lobbyists must be publicly accessible.
In order to be registered as a lobbyist, the person concerned is required to sign a code of
conduct for lobbyists containing, among other things, the following points:
1. Lobbyists should act in an honest manner and always declare the interests they represent
2. They should not disseminate misleading information
3. They should not offer any form of inducement in order to receive preferential
treatment.
2. The Commission’s minimum standards for consultation:
The Danish Government welcomes that the Commission seeks feedback from interested
parties on the minimum standards for consultation and looks forward to discussing concrete
proposals that the feedback may give rise to.
3. Publication of Data on Beneficiaries of EU Funds:
Concerning the question of disclosure of information on beneficiaries of EU funds under
shared management, the Danish Government supports that this is made mandatory for
member states and looks forward to discussing specific proposals on how to establish this
principle.
