Dear Colleague,According to Article 11bisof the Rules of Procedure of the Conference ofCommunity and European Affairs Committees of Parliaments of the European Union(COSAC), certain costs related to the permanent member of the Secretariat and othernecessary technical costs of the COSAC Secretariat are jointly borne by parliamentswishing to contribute.Currently all national parliaments participate in the co-financing scheme. However,since the commitment of many parliaments will expire at the end of this year, thescheme will cease to function unless measures are taken.At the COSAC Chairpersons’ meeting in Stockholm on 5 - 6 July, we unanimouslyagreed to the Presidency proposal, that the present co-financing scheme should becontinued until 31 December 2011. Consequently, all national parliaments should beinvited to send a letter of intent to the COSAC Presidency indicating theirwillingness to continue their participation in the scheme until that date.We also agreed that the co-financing scheme should be coordinated with the term ofoffice of the Permanent Member of the Secretariat. The aim should be to appoint thePermanent Member for the next term of office at the XLII COSAC meeting inStockholm on 4 - 6 October.In line with our decision in Stockholm, I would hereby like to invite you to submitto the COSAC Presidency a letter of intent, stating your parliament’s commitment toparticipating in the COSAC co-financing scheme until 31 December 2011. I enclosea template which sets out the conditions for your contribution. In accordance withour decision, these conditions are the same as at present.
