Dear Chairperson,Dear colleague,The Economic and Monetary Affairs Committee (ECON) of the European Parliament willdiscuss at its meeting of 17 September 2013 (15:00 - 18:30) the draft report on EuropeanSemester for economic policy coordination: implementation of 2012 priorities (Rapporteur:Ms. Elisa Ferreira).At this occasion, the committee will debate on the assessment of the 2013 EuropeanSemester as well as on the priorities for the 2014 Annual Growth Survey, which will be thebasis for next year's Semester. Furthermore, the Council of the Union will adopt in JulyCountry-Specific Recommendations, which directly concern your country. With this in mind,and building on the success of last year's similar event, the ECON Committee would like toinvite National Parliaments to attend ECON Committee meeting of 17 September 2013atwhich a discussion on this topic will take place.Both the European Parliament and national parliaments have complementary roles to playwithin the framework of the European Semester. The European Parliament needs to ensurethe democratic dimension of the European Semester with regard to the European Institutions:the European Commission, the Council and the European Council. National parliaments haveto ensure the democratic dimension towards their national governments. A dialogue betweenthese two complementary actors (national parliaments - European Parliament) is useful andnecessary so that they become aware of their complementarities and exchange informationand ideas on the ongoing process. Both the European Parliament and national parliamentsneed to ensure that parliamentary control is appropriately exercised at all stages.Due to the high importance of the subject matter, we would welcome your personalattendance to express your committee's views on the Country-Specific Recommendationsthat will be addressed to your country by the Council of the Union and to comment on thedraft report on the European Semester. You will find attached some questions that couldframe the discussion on Country-Specific Recommendations.

- Have you established national best practises to be as closely as possibleinvolved in the adoption of the recommendations and their implementation?How could the political ownership of these recommendations be increased atthe national level?- Following the adoption by the Council of the country-specificrecommendations, do you expect your government to unveil new budgetarymeasures and / or new structural reforms in the new draft budget law?- Do you consider that the country-specific recommendations provide the righteconomic orientations for your country and your main economic partners in theEU? Do you address potential spill-over effects in the currency union?
