Dear Chair,
In the framework provided by Article 51 of the Europol regulation EU(2016)0794, we are
pleased to invite you to the
Fifth Meeting of the Joint Parliamentary Scrutiny Group on
Europol,
which will take place on
23 and 24 September 2019 in the European Parliament
in Brussels.
The meeting will tackle a number of concrete issues directly arising from the JPSG prerogatives
according to Article 51 of the Europol Regulation, including a presentation by Ms Catherine
DE BOLLE, Europol Executive Director, as well as a keynote speech by Minister of Interior
of Finland Ms Maria OHISALO. The thematic debate will focus on Europol's information
management priorities in 2019. Other important topics to be included in the Europol
presentation are fight against cybercrime, structure of organised crime groups in the EU, money
laundering and child pornography.
Please find attached the draft agenda of the meeting as agreed by the Presidential Troika of this
meeting.
Written questions
According to Article 4.2 of the JPSG Rules of Procedure, we kindly draw your attention to the
right to address oral and written questions to Europol. As Europol needs six weeks in order to
prepare replies to written question, we would like to ask you to
submit your written questions
to the JPSG Secretariat
by 2 August 2019 at the latest.
This will allow for the replies to be
available in time for the fifth JPSG meeting.

Europol’s multiannual programming document 2020-2022
Pursuant to Article 51 paragraph 2 point c) of the Europol Regulation, the JPSG is consulted
on
Europol’s multiannual programming document 2020-2022.
Please find attached the draft
document, which will be debated in the JPSG meeting. If they wish so, delegations are invited
to send to the JPSG Secretariat written comments to the document ahead of the meeting.
JPSG’s representative to the Europol Management Board
Another important topic is the designation of the
JPSG’s representative to participate as
observer in the meetings of the Europol Management Board.
The topic was debated already
in the JPSG meeting in Bucharest, where a consensus could unfortunately not be reached.
Therefore, this point will be again on the agenda. Some delegations have already submitted to
the JPSG written contributions on the topic. Delegations are invited, if they so wish, to send
written comments to the JPSG Secretariat on this issue. Please be reminded that if any changes
of the Rules of Procedure on the issue are proposed, they have to be formally tabled also in the
form of amendments to the Rules of Procedure.
Written comments and contributions
We would like to invite the delegations to send us their
written comments and contributions
on the Europol’s multiannual programming document 2020-2022 and on the JPSG’s
representative to the meetings of the Europol Management Board by 4 September 2019.
Amendments to the Rules of Procedure
In the fourth JPSG meeting in Bucharest, Romania, a
deadline for amendments to the Rules
of Procedure of the JPSG
has been open -
4 September 2019.
The amendments have to be
tabled by delegations, not individual Members, and sent within the deadline to the JPSG
Secretariat. The amendments will be debated in the fifth JPSG meeting, with possible adoption
of amended Rules of Procedure of the JPSG.
General aspects
According to Article 4.3 of the JSPG Rules of Procedure, the working languages of the JPSG
are English and French, therefore we would like to ask the delegations to submit all written
question, written comments, contributions and/or amendments to the Rules of Procedure in one
of these two languages. The e-mail addresses of the JPSG Secretariat are following:

All documents submitted by Europol for the meeting in line with Article 51.3 of the Europol
Regulation, as well as all contributions by the delegations to the JPSG and other relevant
documents will be published on the
IPEX JPSG website
ahead of the meeting.
