Dear Chair, dear Colleague,
In the framework of the ongoing EU Council presidency, the Parliament of Finland will organ-
ize an Inter-parliamentary Conference on the reform of Common Agricultural Policy
(CAP2020) on Monday, 28 October 2019 in Helsinki.
The Conference takes place during the Finnish Presidency of the Council of the European Un-
ion, and it convenes the Parliamentary Committees of the EU Member States responsible for
agricultural issues in their respective Parliaments.
On 1 June 2018, the European Commission presented legislative proposals on the Common Ag-
ricultural Policy (CAP) beyond 2020. These proposals aim to make the CAP more responsive to
current and future challenges such as climate change or generational renewal, while continuing
to support European farmers for a sustainable and competitive agricultural sector. The discus-
sions on the proposal have been very intensive in the different Institutions for the past year.
The aim of this Conference is to also give the national Parliaments a possibility to exchange
their views as the time for decision-making comes closer.
We are pleased and honoured to invite you and your delegation to attend this Conference
“CAP2020
- From Arguments to Settlement”.
For practical purposes, kindly note that we are
ready to welcome up to four members per national Parliament, two per chamber in case of bi-
cameral parliaments.
Finally, please find attached the draft agenda along with the general information document of
this event.
Looking forward to welcoming you to Helsinki.
Yours sincerely,
Anne Kalmari
Chair of the Agriculture and Forestry Committee
