Conclusions of the LXXIII COSAC

1. 43rd COSAC Bi-annual Report
1.1. COSAC expresses thanks to COSAC Secretariat for excellent work in preparations of the
43rd Bi-annual Report, which covers the agenda of the European Commission and the
European Parliament in the new institutional cycle and the EU Strategic Agenda, as well as
the Multiannual Financial Framework and discusses ways toward strengthening the EU’s
collective effort to improve cyber-resilience and tackle disinformation.
1.2. COSAC strongly invites all National Parliaments to actively share the best practices
emphasized in the 43rd COSAC Bi-annual Report in their Parliaments, as well as among the
wider public.
2. Permanent Member of the COSAC Secretariat
2.1. COSAC recalls that the co-financing of the current Permanent Member of the COSAC
Secretariat ends on 31 December 2025. The Polish Presidency invited all National
Parliaments/Chambers to renew their engagement in the co-financing agreement for the
period from 1 January 2026 to 31 December 2027.
2.2. COSAC welcomes the fact that 39 out of 39 National Parliaments/Chambers sent back
the signed letters of intent, in which they expressed their willingness to further contribute to
the co-financing of the Permanent Member of the COSAC Secretariat in the period from
1 January 2026 to 31 December 2027, and therefore the co-financing of the Permanent
Member of the COSAC Secretariat will be continued.
3. COSAC Secretariat
3.1. COSAC appreciates the support of the COSAC Secretariat in the preparations of the
meetings, as well as the intensive exchange of views and information with officials from the
National Parliaments during COSAC Secretariat visits that take place ahead of the
beginning of the parliamentary dimension of the Presidency.
3.2. COSAC expresses its gratitude to the European Parliament for hosting the COSAC
Secretariat on its premises in Brussels and for providing all necessary office facilities and
the administrative support.
3.3. COSAC thanks the Permanent Member of the COSAC Secretariat, Mr Jakob Sjövall, for
initiating and preparing the first annual report from the Permanent Member of the COSAC
