Dear Mr. Makhasvili
The Danish Presidency starts on 1 July 2025. The Danish Parliament will
throughout the presidency host a number of interparliamentary meetings in
COSAC, the CFSP/CSDP conference and the SECG conference. At these
conferences we intend to invite representative of national parliaments of the
EU and EU candidate states.
We therefore deeply regret the Georgian government’s decision to suspend
EU accession negotiations and hope to see a positive change in Georgia’s
relations to the European Union in the near future.
We fully share the serious concerns expressed by the European Council in its
conclusions of December 2024 that the course of action taken by the Geor-
gian government runs counter to the values and principles upon which the
European Union is founded.
Similar views are expressed by the European Parliament in its resolutions of
13 February and 2 April 2025 and by COSAC in its contributions from Buda-
pest in October 2024 and Warsaw in June 2025.
Proper functioning of democracy, free elections and political pluralism are
fundamental conditions for accession to the European Union. We are there-
fore strongly worried about the democratic backsliding of Georgia following
last year’s parliamentary elections.
We are aware that COSAC’s rules of procedure provide EU candidate states
with the right to be invited to the meetings of COSAC. However, we consider
the Georgian government’s decision to suspend EU accession negotiations a
de facto halt of the European integration process of Georgia.
During the forthcoming Danish Presidency, we therefore intend to follow the
line set by the current Polish Presidency not to invite representatives of Geor-
gia’s Parliament to meetings in COSAC as long as Georgia has de facto sus-
pended its EU accession process.
