Implementation of the Ecodesign and Energy Labelling Working Plan 2022-2024
The Ecodesign and Energy Labelling Working Plan 2022-24 (hereafter EDELWP 22-24) was
adopted by the Commission on 31 March 2022. It was based on a detailed preparatory study
looking at potential new products to be regulated as well as the unfinished elements from the
previous working plan for the years 2016-19.
1. Completed items from the EDELWP 22-24
Table 1 shows the product groups from the EDELWP 22-24 for which regulations have been
adopted. Five ecodesign regulations, one of them for a product regulated under ecodesign for
the first time, and two regulations setting accompanying energy labels have been adopted. In
addition, one ecodesign regulation was repealed and an updated voluntary agreement was
accepted.

2. Not completed items from the EDELWP 22-24 in the ESPR transition regime
Article 79(1)(a)(i) of the Ecodesign for Sustainable Products Regulation (ESPR) creates a
specific transitional regime allowing to continue the work undertaken on 19 listed products
with a view to adopt relevant measures pursuant to the Ecodesign Directive until the end of
2026. Work has subsequently been completed on one of these products, industrial fans.
Table 2 lists the remaining EDELWP 22-24 product groups which are covered by the specific
transitional regime, along with their associated energy labels regulations. Of these, one has
already had a positive vote by the Committee.

In view of the very short time to finalise and adopt this large number of regulations, the
Commission is placing the highest priority on advancing the work undertaken on these
products. Despite this, it cannot be ruled out that some of these regulations will not have been
adopted by the end of 2026.
3. Not completed items from the EDELWP 22-24 proposed for the ESPR WP
A further 16 product groups listed in the EDELWP 22-24 were not included in the ESPR
transition regime since work on them was not at a sufficiently advanced stage by the time of
adoption and entry into force of the ESPR. These items are listed in Table 3 and comprise 11
ecodesign regulations and 9 energy or tyre labelling regulations.
The status column shows how advanced the work is on each item. Preparatory work has started
on all of these items except two reviews (welding equipment and light sources).
Two of the items are implementation reports on the energy and tyre labelling framework
regulations and these are in preparation.
